You didn't misread that, the rifle was banned due to its appearance, not its function.

Western Australian Police refuse to license firearms like the Ruger Precision rifle (centerfire and rimfire) Tikka TAC A1 or any other bolt action with a barrel shroud.
The reason given is that "an AR15 type gas system can be concealed in the barrel shroud".
This was the actual reason given to dealers when they inquired about the Ruger Precision rimfire when it was announced.
