Its not even close. Episode 1 borders perfection, but it falls off afterwards and none of the other episodes manage to reach those heights anymore. Slight production value drop-offs, more shitty real life video insert sequences and the fairly flat cast doesnt really help. Its exceptional, but not the most impressive. I think you seem to be forgetting that LotGH, 2199, Black Jack etc are also OVAs. (mind you, none of these are actually 10/10)
