Not to say classic fanfiction was without its flaws, any Ranma 1/2 fan will tell you otherwise, but even wish fulfillment schlock like "Neon Exodus Evangelion" is leagues better than multitudes of fan stories on FF.net. It's worse since a lot of them are boring bad rather than over the top silly.

I remember the era before ff.net and most fanfic was still pretty bad. ff.net just made it easier to centralize all of the shittiness that was already out there.
A big complaint I have about English-language fics is that they so often ignore the characters' personalities and seem to write them more like self-inserts. Generally the Japanese-language ones I've read make more of an effort to have the characters act and sound at least recognizably like themselves, even if they're thrown into unlikely situations or pairings. Maybe that's just particular to the fandoms I've encountered though.

Characters being out-of-character was always a big issue with fanfics, no doubt about it. Self-insertion and shipping tend to be the two biggest culprits when it comes to OOC in fan stories. It's annoying, surely, though some examples can be pretty funny in their own twisted way (Over the top Self-inserts are packed to the brim with unintentional humor).
I've never read any non-comic Japanese fan stories, since I can't really read Japanese. I'm guessing you ran in to it while learning Japanese?

Right. When I was starting out learning Japanese a long time ago, the fandom online for most series outside of the few big ones was really small and there was no fanfic for them in English yet. I was curious about what fanfic in Japanese was like, and ended up teaching myself how to read by means of massive amounts of Detective Conan fics.
These days I'm getting back into Slayers fandom, and was really impressed by the quality of some of the old Japanese fanfic I've found. I get the feeling there were a lot of adults in this fandom from their sophistication in writing character interactions and internal states. ff.net seems to be mostly populated by teens and in general they just don't have the necessary life or writing experience to tap into characters in a deep way.

Fixed. I haven't seriously used ff.net in years but I can guarantee that much of the site is filled with exceedingly cheesy stories, if I were to put it nicely.It seems a large portion of people there are only taking their first steps in to writing, and it shows a lot. That said finding an enjoyable fanfic takes a lot of looking online, simply due to how easy it is to get in to writing it.
