Obama attempted to do so, and the ATF ruled twice it was impossible to without highly regulating the trigger, which was outside of the scope of the law. So his EO will be signed, challenged and failed. He (hopefully) knows this, it's a nice token gesture.
I'm not a fan of bumpstocks, watch some high speed footage of bumpstock vs a select fire and you'll see how much the barrel jumps around, bump stocks are just a toy to make ammo manufactures rich. You'd be a more successful high score player just with a plain semi auto.
