Aqua Laguna is a yearly storm caused by the water that recedes from Long Ring Long Land. It's slowly sinking Water 7, you can see the ruins of the island and old city underneath it. Inspired by how Tom revitalized the city with the creation of the sea train he aims for a similar impossible goal of turning the island into a ship. Franky (the guy who fucking had the blueprints to Pluton and knows what it is) calls him insane for trying to do it, but after seeing everyones determination in Enies Lobby and the power of this years storm he can't stand back and watch his city die.

Water 7 wouldn't even be unique in that regard, Thriller Bark is from the west blue.

Lightning is brighter than Light but Light is faster. Basically, Enel's fruit would be more defensive and area-based while Borsalino's is more offensive and precise.
