This made the problem worse because kids would drive further from a 21state to an 18 state to get drunk (if they were fairly close to the border). Eventually the federal government wanted it to be 21, but they couldnt tell the states what to do so basically they said that any state which didnt make it 21 wouldnt recieve federal highway funds (which is a lot of money).
