Actually it was the civil rights movement of the 1960s. The integration of blacks in to white communities led to reduced stigma of blacks being dangerous "others" and offered opportunities to blacks to pursue their own will. This however ended up with them not knowing how to respond to their newly found freedoms and engaging in crime and destructive behaviors without the constant fear of persecution by whites. This behaviour (which I would argue is genetically inherent) has been tolerated since then and has been allowed to gestate to a point where no matter how violent and harming it is to their own people, it is not politically correct to criticize even the most reprehensible african american cultural norms. We have let this problem go unchecked for so long that even policing black neighborhoods with majority black populations, which always coincide with high crime rates, is now considered racist. Therefore now, we let them sell their drugs, and have their gangs, and stand on the street corner with their illegally obtained guns until the point that they commit murders at the rate that the community actually gets upset.
