Looks wierd but this is most likely flock of birds (probably seagulls) chilling in an updraft.
The light pollution from the city below is reflected from the bottom of the wings, if you look closely you can see what looks like "flapping" motion when the small spots accelerate.
Camera exposure and focus gives the illusion of a glow and streaking effect.

cant fucking wait bro ill take anything other than this regressive hellride into dystopia. That being said , the seagulls theory is audible but seem too far stretched. For instance , I live in Istanbul and the amount of seagulls here is fucking astounding however, I am yet to see a footage like this. Just to boast my case , the time zone we are currently using makes the sun come up around 8 to 9 oclock so people often wake up to a dark sky jsut like in the video. I haven't seen this occur in our news casts BUT obviously Milwaukee has alot more lights than we do , although I don't see that fortfying the seagull argument.

In the summer of 2013 I witnessed this at a very close proximity directly overhead a few miles south of London, in the countryside. It was quite a beautiful array accompanied by a very low pitched hum that was quite noticeable.
I stared, without blinking, at one and what I can only describe as a near-ultraviolet signal was sent into my retina. A hexagonal shape, a triangle with the corners removed and a circle within rotated and became bigger.
One of the lights suddenly shone a brilliant phosphorus white and fell gracefully to land in the distance directly east of me about half a mile away. I knew almost exactly where it landed and was aware of the field so the next morning I went to look. I found nothing other than a very small scorched circle in the wheat, all of the strands pointing in the same direction and they had been flattened and mildly scorched.
I know you most likely think this is a larp, it isn't. I still can't be sure whether it was extra-terrestrial, a part of project bluebeam or even experimental technology being used by the government but I know what I witnessed.
