Togusa had a cyberbrain in SAC, just in its most basic form. Other than that he's all organic. It's SSS where he gets a few more upgrades to help cope with the workload.

IIRC he asked the Major and she said because he was almost full human and had a law enforcement instead of military background he would bring a different perspective to the team which would help them be less narrow and more versatile in their planning and actions

yes. It gives the gun a lower bore axis compared normal revolvers which reduces recoil/muzzle flip significantly. It's an uncommon feature not seen outside of Ghisoni's designs and Russian prototype/specialist pistols.
