High capacity should just refer to anything over the standard magazine size designed for the weapon. So high capacity for salt rifles is 31 and above, for pistols it's around 18-20. I wouldn't throw drummags under the bus because I am not a fan of giving these fuckers anything. Just in a nomenclature point of view that's what I'd called high capacity mags.

I saw a guy on youtube many years ago who could release the mag, grab a new one off his belt, put it in, and fire the next round before the old one hit the ground. It was really impressive and took practice. Unless your enemy is armed the time it takes to change a magazine is not a problem. This is why they care about regulating this.
