Age and fame are pretty important. But it also depends on who is the writers waifu/husbando. Scat doesn't deserve any of the the absurd powerlevel wanking she has gotten.

Vlad is a relatively modern compared to Karna and his legend is well known through the world but particularly in Romania where he is a hero to all of his people. That's why his powers were boosted in Romania which allows him to stand toe to toe with Karna despite his legend being less known.

Hercules would be one hero where he fits all three criteria and why he would be one of the most broken servants if he was ever summoned.
