Netflix made an anime created by an American rock star and the main character is voiced by Jaden Smith.
The main Character is a bachelor demon slayer who has a robot butler that looks like a fucking Decepticon. Really the issue is that it's culturally so different from anime norms that it can't be appropriately assessed in the same context and thus should probably not be referred to as anime. Even the creator says that part of the intention was to make it distinct from anime.

Anime is an English word used to refer to animation from JAPAN. The team who wrote and made this series are Americans, living and working in America. Their target audience was Americans, the laid someone else to draw it for them. It's a cartoon.

If they made it with a Japanese target audience in mind, I'd probably be willing to say it's anime.

I didn't put much thought into it, but really, the average westerner these days wouldn't be able to replicate the same atmosphere. One westerner? It might actually spice things up a bit.
But an entire team of westerners? The writing is either going to be obviously western, or it will be a complete parody of the Japanese stuff. Considering what said, it's a fucking parody that reflects the average Westerner's view on "anime" as a whole.
