It's honestly amazing. I guess the closest comparison is Twin Peaks. It takes genre elements and uses them lovingly, knowingly, but without any hint of sneering irony. So the story they're a part of is illuminated by the familiar, and the more adventurous elements can be grounded there. If Evangelion was a deconstruction of anime, Neo Yokio is a reconstruction. I don't think anyone would have expected it from an American studio, and a first time director and writer.
