The concept of freedom of speech goes back a lot of further than that but the "free speech movement" was always bullshit.
All they wanted was free speech for them to take over institutions, but once they were in power they never planned on giving that same opportunity to their ideological opponents. This is exemplified by Herbert Marcuse's essay Repressive Tolerance:
