I wouldn't really call worldbuilding and exploring the characters filler. Jin-ei and the Oniwnbanshu have long-lasting effects on Kenshin's character, with the latter playing a role in the development of Aoshi. Sano's stories deal with his hatred of the government which is part of the reason he hates Saito so much. There's a difference between build up and filler.
