That's somehow ridiculously funny to me, considering that the EU bent backwards in their guidelines to allow states like Switzerland to make their own implementation.
The text clearly exempts militia members and stuff like the magazine capacity restrictions can easily be overruled by simply declaring all gun owners to be sportshooters. And sportshooters can be exempt from the mag cap restrictions according to the text.
It's so fucking predictable that politicians of member states will take whatever EU guideline there is and use it in the worst fucking possible way to restrict freedoms of their citizens, only to blame the EU.

Gun laws started to get stricter after WW1 in Europe, though. I wouldn't blame prosperity, necessarily, it's rather that our governments don't need us to be proficient with firearms as much anymore. I mean, back in the days, if a country had a good gun culture and experienced hunters and shooters, their soldiers would be excellent. Take Finland as an example. They had excellent hunters, which put the Russian peasant/worker soldiers to shame. Or stories about the Taliban sniping with machine guns, or how the Norwegian free Shooter's Guild were an extremely important force in deterring Swedes from war in 1905.
But these days, fighter jets, tanks, and lots of gear attached to carbines makes us a less desired resource to our governments.
