It's just a thought experiment that humanity is now in control of it's evolution, creating a new species is beneficial for virus immunity reasons, and elves are simply more marketable for this purpose.
The only current proposal of anyone is simply creating better humans. Switching it to elves and thinking of it as a new species is an important mental framework to guide people on.
Elves also already have the traits we would want in engineered humans and will be easier to consume conceptually for people. Whether selling them the idea or gaining acceptance.
Over time you could introduce more concepts like arbitrary choices (cat girls, simple human++, etc)
