There were plants in the class who already knew the answers and they made a big deal about being expelled if caught cheating- so once the real students saw the test was too hard to actually do, they were supposed to figure out that the actual test is how well they could gather information discretely.

The entire point of that exam was both examining their ability to discretely get info undetected and their determination to not give up on the goal no matter how impossible.

I would say Ino passing out counts as one instance of cheating even though it was damn obvious, but she for instance would only get a point off for it since she only needed to do it once.
