Basically, it's following the set trends.
Original Pingu is made by Swiss. About a hundred episodes plus a special. Then the show got bought by the British and they produced another 50 episodes around 2004.
Now they passed it on to the Japanese, who are making more yet again.
So yeah, switching countries of origin is nothing new for this guy.
