The kid would never be in danger in the first place if Garou didn't get himself on the bounty list. Him being hunted was his own fault, there was no justifications for that. And his hunting activities caused the child to be put in danger.

See, Saitama's view is that Garou had no intention to kill anyone, so that alone is reason to spare him. But that's because Saitama is a stupid person who doesn't realise Garou is delusional. And that someone with a mental illness might not be willing to kill right now, but that doesn't mean he wouldn't start killing tomorrow. Garou being medically insane is something that is just brushed over, almost the Joker defence.
How does that overanalyzation justify him in the slightest? Garou there is putting a lot of words just to say that unlikable people have it worse than popular people. Water is wet. If it actually wasn't just about bullies butthurt he'd go around beating the wealthy and politician or maybe even the cops, not the heroes who are killing legit eldritch monstrosities.

No, because Garou deliberately committed assault and made himself a criminal. He is responsible for breaking laws deliberately, because he WANT people to come fight him. It is 100% what he was deliberately asking for.
Garou didn't get chased by heroes because he wanted something else; Garou WANTED Heroes to chase him, and thus he was 100% responsible for what he deliberately engineered. It's just happened that he was delusional enough to not understand collateral damage is a thing.
