Redline is better than Akira. Akira doesn't have Redline's really special animation models and shading, nor as much or as well done mechanical animation overall.

I thought it was a movie that only had that animation going for it. It seemed as I was wrong during the first 30-60 or so minutes but it takes sucha nosedive after that.

The restaurant scene where she even nods to him, the redline race where her car gets totaled and Machinehead is shown to have a reaction towards it and the final race where he says that she's finally going to use that necklace.

I can't remember why I initially assumed he was the mob boss and then decided he might not be. I suppose it doesn't really matter which is why they left it.
He's not from Roboworld. Also if I remember correctly someone mentions at one points that Machinehead kept upgrading his body to become faster so he didn't always look like that. She's probably not human, it's also speculated JP is probably not a human either.
All I remember about it is wishing that they had put all that effort into animating a better story. It's one of those things where I feel like I owe it a rewatch but can't imagine my opinion of it changing too drastically.
