If S2 is confirmed it will most likely air in 2019. It doesn't matter to me as long as they confirm that there's indeed going to be a S2.

Pre-production and securing a studio/time slot for the crew involved.

Production usually takes at least a year.

I doubt there will be announcement to either direction until they're actually selling final bd volume and have the sales numbers to back the decision up.
