There's two possibilities here:
1. Jiren has mastered this technique as well and that's why he can keep up with Goku so effortlessly even without powering up.
2. Jiren hasn't mastered it and smashed Goku with raw skill, which is even more impressive.

Also how can Jiren possibly lose? Sure Goku is probably going to use ultra instincts again and break the limit to fight the survivor at the end but Jiren hasn't even properly powered up yet, he literally stopped Goku with one hand when he did, the guy seems like he can beat GoDs easily.(Based on Jiren >Vegitto=Beerus)

I don't even think that happened. He ran out of energy fast and after he ran out of "heat" and got knocked back he was out.

He took no damage from Jiren except for the final blast that just knocked him away, so I think that Goku never recovered from the genki dama like a lot of people are saying he did.

I think what they meant was that he got some energy back from the genki dama, but that his combat damage and self-inflicted KK damage didn't recover. So maybe he got a full MP refill but his HP stayed the same.
