This is why it's questionable how manga like Black Clover, Boruto and MHA are higher and why manga like Bleach, AssClass, Promised Neverland are not given those positions. The editor in chief and assistant are promoting what THEY want to see and not what the audience wants to see.

I'm pretty sure the ninja were infiltrators and spies so they used and wore whatever they wanted. The closest thing you'll get to actual ninja in anime were those in blade of the immortal who were just wearing normal clothes, poisoned people and done espionage. There's still a stereotypical ninja look though and the headbands are part of it.

but other than that they really were just mercenaries employed by landlords or generals, some of them were recruited into crimefighting forces before police system was established after meiji, like the shinsengumi in the tokugawa period so obviously the samurai who already were in service of a general kept their rank in the military after the reform and the ones who were in the crimefighting forces kept their rank and became policemen
this whole thing of "oh those samurai all disappeared" is kinda romanticised bullshit anyways, how many people even died in the bosshin wars? like 8 thousand? and most of them were just chumps so it was hardly a massacre of the samurai like it's often depicted
and the loyalist clans had their samurai mercenaries as well, not just the tokugawa, so the samurai in service of the loyalist clans didn't just get thrown in the gutter randomly, they got given a rank in the new system too, only the title "samurai" and "landlord" was abolished because feudalism was abolished

Holy shit. Just got around to watching the first episode, and it's genuinely as terrible as everyone suggests. Clover is never not screaming -- bafflingly he even screams when he's alone, or in internal monologues. I can see how this character works in manga where you don't actually hear him, but the character is insufferable in the anime adaptation.
Worse, it's just Naruto but with a wizard lacquer slathered on top of it. Clover screams at least four or five times in the first few minutes, "I'm going to be wizard Hokage!" Great way to establish motivations.
And if you didn't pick up some of the subtlety, don't worry, because everything is spelled out by some fucking nun and another insufferable know-it-all little boy: "Clover and Black couldn't be more different even though they're the same age and have had the same training because one is skilled and calm and the other is unskilled and insufferable and in this world magic is everything and you can't be Wizard Hokage if you can't use magic, etc. etc." Fucking awful exposition dumps.
Also, as if this show wanted to appeal to me as little as possible, it opens not only on one stupid, irrelevant scene but two: we have the usual hack move of starting on some context-free fight that no one's going to give a shit about, because they don't know any of the characters, and then we move onto this extremely protracted bit of lore that, I guess, is just set up to establish that the Wizard Hokage is a thing that exists.
