Ruumsh is a better GoD, but Gowasu's policy is still pretty shit. If you look at the bio's of the GoDs and Kaioshins of the top ranked universes, you see that all of them are a lot more interventionists. If I'm not mistaken, the U8 pair's Kaioshins and GoD's descriptions respectively mention something along the lines of "loves to make plans and see them work out" and "instantly destroys anything that could lower his universe's mortal ranking". Both in that pair are very serious about their work.
