Doubtful. Remember, when Zeno first shows up, both Whis and Vados give their complaints about their respective GoDs. Whis' complaint is that Beerus is lazy and prefers taking naps over doing his job, while Vados' complaint is "merely" that Champa is too fat and overeats all the time. Let's also not forget that Beerus' universe has the second-lowest mortal rating of all, and Champa's is higher (we don't know how much higher). Part of it is because Shin is an inexperienced shit and Champa's kaioshin is a lot better, but I imagine part of it is also Champa not taking naps as long/often as Beerus I guess.

Champa actually told his team to gang up on Jiren too. I mean, if the existence of the universe, yourself included, gets erased, you'd want to secure your victory too (since there's no guarantee that the victor for the ToP would wish for restoration of the erased universes).
A better strategy would be gang up on Dyspo and Toppo.
Dyspo is a joke and probably still recovering from that ass whooping Hit gave him, and there's several other contestants that could get rid of Toppo. On top of all this, Jiren doesn't care about his teammates, so you don't have to worry about running into him

To be fair, Shin had basically the same policy as Gowasu and Gowasu's universe wasn't that bad off in the rankings. If Beerus spent less time sleeping, they could at least have been ranked higher.

And that's why Gowasu's universe didn't make the "deserves not to be removed" benchmark, and why shit like Zamasu was allowed to happen that only timetravel bullshit could prevent.
Ruumsh is a better GoD, but Gowasu's policy is still pretty shit. If you look at the bio's of the GoDs and Kaioshins of the top ranked universes, you see that all of them are a lot more interventionists. If I'm not mistaken, the U8 pair's Kaioshins and GoD's descriptions respectively mention something along the lines of "loves to make plans and see them work out" and "instantly destroys anything that could lower his universe's mortal ranking". Both in that pair are very serious about their work.
