For example it can change the title of each chapter if added at the beginning.
It also obviously means repeat since Kaneki is repeating his mistakes.
One Eyed King is also an interpretation, since re means king and the the two dots before it have different colours. Can also reference the Daruma dolls.

Seems like a stretch, especially since Japan is the only non-mainland country listed there, and thus has the most access to saltwater. And is it implying V or Kaneki will move to the rest of the world to lay eggs (metaphorically of course)?

V is already an international organization. They're connecting all the counter-ghoul-institutions arround the world. SHao came from the garden an institution to breed soldiers for V, but the garden she came from was in Taiwan.
Kaneki has to think bigger than just changing things in Tokyo. If Japan were the only country in the world that woul tolerate ghouls, that would pit them against the rest of the world.

The problem with the whole changing the world thing is that I don't think Ishida has really thought about how a world with ghouls would look. So far we've just been isolated to the ghouls and the CCG in Tokyo, which is a really fantastical setting, and even this hasn't been handled too well. Probably why he has essentially offscreened the whole past arc.

Ishida has already made clear with Uta's tattoo that ghouls and humans can't coexist without conflict. It's likely that this won't change.

It doesn't exactly have to mean ghouls and humans can't coexist without conflict. You have people like the Great Wheel Act, Kimi and Kanou, and probably other advanced research facilities and top tier scientists in other parts of the world who could easily overcome the birdcage and solve the underlying issues the two have together. The fact that slapping a Kakuhou in a human allows them to become ghouls means there's probably hints that they could help ghoul become more human too. If it's the Kagune part we're worried about, Marude and co. have guns that can shut them down easily, there's no need for a CCG to exterminate them on site anymore.
