Kakihara is the head writer. Yamaguchi is a Koharufag who wrote last year's Halloween episode. Narita is my favorite writer.

Andou is the best director who is known for his photography, but he's only boarding this time around after a long absence. I hope he's working on an M4 spinoff he tweeted about wanting to make. The rest I haven't found notable in any way.

They'll begin the 1-hour-OVA-per-month project soon. The first episode will introduce the new cast alongside Yui and Lala, before the torch is completely passed over in episode 2.
Movie-tier sakuga, non-outsourced, high-profile directors and writers with supervision by Moriwaki, multiple new songs per episode, gonna be good. It's a DanPri spinoff.

They don't link to your Google Games account like Love Live does, if that's what you're asking.
But they do use Google Play for in app purchases, so I don't know if they'll toss a fit if you don't have a Play account set up.
Photokatsu hates root though, so be aware of that. Dunno about Pripuz.
