In short, no, it is not racist. You can't claim racism when he's saying this about a specific individual. One individual is not an entire race nor can anything be inferred if that person belongs to a particular race or racist. If it is racist, then anyone who has ever said anything bad about Donald Trump is a racist because they are anti-white.
