The point of the civil war was to allow for democratically controlled power. The civil war failed because the South was demonized due to slavery but the issue at hand was about control and absolute reign over a given state. Afghanistan resisted and still will and succeed, even letting itself turn to rubble as once you have given up rule and local control, you have diluted power than can easily be usurped. There is something to be said of tribal rule in that the main power and control over the land remains in the interests of the people over a central power.
