The actual impetus came from Bush Sr. and Israelis, Israel intelligence set up the hijackers to do the deed.
That the US and Israel knew this was going to happen is proved by the actions of the US in the aftermath, where countries to attack were preplanned, countries that had nothing to do with the attack.
