The social mechanisms of control (family, community) are enough for most people to steer clear from drugs but in the 90s we had an opiod crisis that took a heavy toll in our youth. It was pretty bad, shanty towns in the heart of the capital with young people of all classes shooting heroin in broad daylight.

That meant drug ceased overnight to be a police matter and became a medical matter 2) govenment cleaned up those shanty towns and resettled those people in town houses, spreading them out and separating the bad apples 3) government provided syringes, methadon clinics and safe shooting places helped those who wanted help to kick the habit
It only worked because the population is already conservative enough to have the usual social control mechanism to prevent it from reoccurring. It's also a homogeneous mostly religious population that have pretty much very few outsiders and very strict obedience to govenment.
