Nah I reckon it's still got at least another chapter to go. The Jobin & Poor Tom stuff looks like it takes up the entire second half of this chapter and the preview we got on Araki's site for this chapter showed Josuke deep in shit so unless it ends with a complete asspull and just stops right as it got really good then it'll continue. I think it's more likely that Urban Guerrilla reveals something important about Rock Humans or his group and what they're planning, then it cuts to Poor Tom who is a member of Urban's group who was sent to kill/make contact with Jobin for whatever reason, meaning the next chapter should continue/finish the Urban Guerrilla fight and continue the Poor Tom story arc.
Regardless I'm 99% sure the fight doesn't end this chapter.
