I guess if they do it once, the rebels won;t take the green bus any more. I've always thought that the Gov't should wait until a huge battle has been won, offer the green bus and when enough have sighed up, strafe the convoy. An additional problem is that they use their family as human shields, and Assad would get in trouble for doing this, so I'm not sure how he could overcome this hurdle.
