The original Ilya is just misunderstood. She had a very messed up past losing both her father and mother, being raised by other humunculi, and having to train very hard to participate as a master in the next HGW. However, she warms up in every route where she gets to meet Shirou and company. Shes hardly heartless, shes just a bit rough is all.

Prillya is likely how Illya would have turned out if not for all the poor circumstances of the original HGW.

Either way, I love them both.
