Ask yourselves where civilization originated. The answer is the Mesopotamians, Egyptians and the Akkadians, around 3000 years ago in modern day Iraq and Egypt. The reason why it was this region that civilization found its origin is because it was perfect for agriculture. The land was incredibly fertile, and even though large portions of Europe were fertile too, they were completely covered by forests. The first cities came into being in the Middle-East. From that point on, civilization slowly expanded outwards. Meanwhile, our common ancestors (European, Iranian and Indian) were around this time period still chilling in the steppes of Russia (Indo-Europeans). It has little to do with how 'smart' or creative a population is, and more with how connected it is with other civilizations that form the 'hub' of most advanced civilizations of that current time period. Romans were connected to the Greeks, which were connected to the Persians, who were once the Achaemenids which were connected to those 'originators'.
