It's not cheap to house an inmate. It costs a minimum of 150/day, more if they are inmates who require medication or other needs. That money goes directly into the pockets of wardens which is paid for by the US taxpayers.

1. We have 350m+people. Of course we are gonna have a lot of people behind bars
2. We are honest about our prison numbers. Do you honestly think China, India, Russia, Mexico and other countries are honest about their prison numbed
3. We consider things to be imprisonment that other countries don't. Other countries don't view jail as prison, we do. Some countries do not count any pretrial holding as prison, we do.

Depends on all kinds of factors. I was in an ultra low security """prison""" for incorrigibility. It was basically a gated summer camp, as you say. Every week we all got in a van (no handcuffs or prison uniforms by the way) and went to this barn where we underwent equine therapy. If you don't know what that is, it's basically a program where you do therapy sessions/exercises with horses. Exercises usually involved finding different techniques to herd the horses to specific goal points.

Back to the """prison.""" I still don't think you understand how low security this place was, so let me explain. Imagine a building the size of a small grocery store. Small. And a small kitchen that can only seat about 30 people. Now imagine a room the size of a semi-large classroom. Our living space: tables to play cards at, a ping pong table, a Foosball table, pool table, a treadmill, a bowflex, and two regular wooden desks near the exit of the room, where the staff sat. More on the staff later.

Along the walls of our living space were doorways that led to our rooms. No bars or locked doors. In fact no doors at all. We were free to get up and move around, and we had one big bathroom we could go to whenever we want if we informed staff we were going first.

Now to the staff. There are no "prison staff" or security guards at this place. They literally hire big-looking guys off the streets, and don't allow them to carry any weapons. Not even a baton or anything. If you act violent or anything, they have to try and restrain you, and call 911. From the place you're already being detained at. So you can be transported to a jail. From the prison. Funny, right? Well anyways, guess what? The place is surrounded by a gate, but the front door isn't even locked. You can leave whenever you want. But they take your shoes and lock them in a cabinet, and they only unlock them when it's time to go to the barn or play basketball outside.

I don't think this place even counts as a prison, but the reason I tell you about it is because you asked about a "gated summer camp." This is probably what you're thinking of.

Things have changed since I was there in 2008. Looks like they're marketing themselves as a shelter now, or maybe the expanded their operations. At the time, it was an alternative to juvenile prison for parents who had the money and didn't want their kids to turn out worse in a real prison.
