It's true that Ukrainian army is largest army in Europe excluding Russia now, but they still don't have enough force.
Problem is logistical support. Ukrainian army is too heavy and mechanized, they don't have enough new trucks to support large scale offensive yet. Actually problem is much worse than trucks only. They are working on it but very slow. Corrupted state and corrupt army.
