Obito is easy top 5 in the entire series. His Mangekyou haxes him so hard along with having Senju genes so just on the off-chance his eye hax doesn't work, he can just Izanami himself back to life.
In Zabuza's first fight, had Naruto/Sasuke not interfered he would have killed Kakashi with his Water Prison jutsu. He's pretty damn strong as he was able to survive a failed coup attempt. Probably like top 50 in the series.

His whole arc was how a shinobi must rid themselves of emotion and become tools, mere weapons of war. The whole point was to show the genin team 7 that being a ninja isnt all glory but in fact ruthless life or death scenarios.
Naruto subverts this idea by showing how Haku died protecting not because of being a tool but because Haku had a heart. Its why Haku didnt instantly kill Naruto/Sasuke because Haku was too kind. Zabuza then realizes the gravity of losing Haku. Zabuza was human, not the "Demon of the Mist". HIs coup was simply because he did not agree with being a tool of the current Mizukage. Not good or bad dogma.
At the end Naruto says he will find his own ninja way, one that isnt just being a tool.
Haku had genius potential but was too kind.
