Vivio isn't allowed to get into trouble because she would probably die doing anything outside of sports. Remember that Nanoha fucked up Vivio hardcore in StrikerS, to the point where Vivio has trouble using magic. What could they have actually done?

They could've bullshitted their way into making Vivio powerful even with the damage Nanoha dealt to her. It's not like the series is above that sort of thing.

Not really, Vivio has mostly prided herself with her defense than her actual power output. Which I actually like about her and think it's really cool.

The StrikerS mages still have their limiters active all the time, except when explicitly requested during missions. During that big mock battle in Vivid with NanoFate as team captains this get mentioned, so unless we get someone announcing that Nanoha will get her limiter deactivated for the fight we should assume it's on like always.

Objectively speaking. How entertaining is the Vivid Strike anime? I don't like to see my favorite characters worded for cheap drama but I'm sort of getting over Miura getting ruined forever so I may give it a chance and see what the show offers.
