China uses their space program as a front for military tech, this is why they mostly used solid rocket boosters for a long time.
They're now becoming more serious, but "made in china" doesn't help (their moon rover died on arrival and a failed space station is uncontrollably tumbling down to earth as we speak).
They will continue to pump money into it for show, but they will never be serious about exploring the cosmos or expanding humanity's reach.
Japan does not put a lot of resources into it but their rockets have a stellar track record, they're usually built to purpose though, so they don't push boundaries.

The BE-4 uses an Oxidizer-rich staged combustion cycle (the same as the space shuttle, RD-180.etc)which is advanced, but has been around since the 1960's. While the Raptor on the other hand, uses a unique full-flow staged combustion cycle which has never been used on a rocket before; this is due to the great complexity of the components (it has two pre-burners and turbines) and metallurgy needed to build one. But to SpaceX the complexity of the cycle is worth it, as the full-flow cycle is the most efficient combustion cycle ever created because 100 percent of the oxidiser and fuel is combusted in this cycle. The full-flow cycle has also been chosen by SpaceX because it puts less 'wear and tear' on the engine's components, giving it a long life-time which in turn allows for multiple re-flights.
The BE-4 has a rather low chamber pressure of 134; while the Raptor will have a chamber pressure of 250 and above, which is on-par with the legendary Russian RD-170 engine which had 4 combustion chambers, making the Raptor the single chamber engine with the highest chamber pressure ever made. This is why despite it's size (it's closer to an F-1 engine than a Raptor in size) the BE-4 doesn't really put out that much thrust relatively speaking (2,400Mn); while the Raptor which is not much larger than a Merlin, puts out nearly 3 times the thrust as it's predecessor (1700+).
The BE-4 vs Raptor discussion is similar to the F-1 vs NK-33 discussion, one is more powerful (BE-4) but one is the objectively better design (Raptor) except the BE-4 doesn't possess the awe-inspiring thrust of the F-1 or it's immense appetite for rocket fuel.

Iv'e never understood it. Why does America produce so many great companies and billionaires while they don't elsewhere? Just look at all of the tech, innovations, and billionaires that have popped out of America in the past 20 years, it's fucking crazy. The UK's best companies are Tesco and Gregg's, then you have America with Amazon, Facebook, Google, Uber, Snapchat, Airbnb, 3D Printing, VR, Space X etc etc. The list is so long that i can't even list it.
