If you're actually worried about this, designate a room or a cupboard as a fallout room. For me, it's the cupboard under the stairs. Too low and you are just blowing shit up and have little coverage area, too high and the pulse is too weak. Optimal is supposed to be something like 20 miles high. Even optimally one nuke at that height specifically designed and detonated for Emp type effects would only cover around 200 square miles with pulse. USA is something like 3 million square miles, so it would take a huge amount of nukes to even blanket the continental US with an effective pulse, thousands. Of course an enemy strategy could just be to detonate over certain power distribution or generation facilities, but then that is even more difficult to design.
