Yes, its more of a classic Mahou Shoujo and a girly love story than Utena/Sailor Moon but its incredibly well done, fun and sweet. I would recommend it to anyone interested in Magical girl shows, so if you like them go watch Sakura because its one of the best. Also dont fucking touch the American dub, it butchers the whole series, only good dub is the Latin American one which doesnt change the plot or names or anything at all but that probably only applies for older series like this.
Magical Knight Rayearth was also pretty good though I havent seen it since the 90s so that may or may not hold up now.
