It was probably best for the narrative that it didn't go to plan I suppose. If they had just killed Big Dog easily it wouldn't have been half as satisfying. It wouldn't have felt anymore important than the occasional defeating of them or evasion we saw in the show from time to time.

I'm surprised that there's a very low cerulean body count in this show. There's three total, two in the first episode and then BigDog. Anything else the girls run away from. This was probably the best decision they could have made concerning the Ceruleans, as they gain a slight aura of actually being a threat even though their designs are so goofy. After all, if people not only met wild bears daily, but could kill them with ease, then even they would stop being threatening.
This is actually something that bugs me about a lot of anime with regular combat. The enemies are meant to be threatening on some level, but they're used and tossed away so often that it doesn't even register. The monsters have to do something completely outrageous and crazy to even stand out, and even then it's not guaranteed. BigDog is a silly looking monster, but the way it was treated by the staff will make it stand out in my mind way more than, say, the witches in Madoka that aren't named Charlotte.

I still get goosebumps when I watch that entire scene. The way Kaban decided to put her life in danger and ultimately sacrifice herself for her friend without hesitation was beautiful.
The fact that the enemy is considered way too strong to normally face is actually really quite great and does a good job illustrating that the Friends are not really in control of things here. It also brings in about a feeling of their whole world not being as secure and happy as they normally treat it day-to-day. However as long as there's no Ceruleans, given that they have food simply supplied to them it's happy times.
This strikes me as trying to emulate how wildlife actually lives - besides the apex predator, they have to always be on the lookout for things that could kill them, and wildlife doesn't really know or understand what its predators are as entities, just that they exist and that they need to be run away from or dealt with if possible.
Another thing I actually really like is that Ceruleans, despite being apex predators on the island, are only threats on the island. They're not invincible ultra monsters that can never be destroyed and completely change the face of the planet. Like you've stated, they're just another animal, with their own specialties and weaknesses, it's just that their strengths make them the most dangerous to friends. They hit a sweet spot of being a threat, without being stupidly overpowered.
On the other hand, this also begs the question exactly why the park abandoned if loads of salt water is what was needed to deal with the common cerulean? Fighting them head on is an ordeal, sure, but they're weak to a common substance. It could just be that people didn't feel comfortable with the idea that they may occasionally be attacked by a blob monster while on safari, since Ceruleans seem to just pop up with little fanfare. The notes in the guidebook seem to imply that the park was overrun with them pre-filter, so it may have just been an issue of numbers. Giant Ceruleans are a rare case, but even with a common weakness, I can assume the visitors would be concerned with a building sized (or beyond) monster stomping around the park.

That's the vibe they were going for, though.It's like if someone remade the Magic School Bus (Pretending that the cheap looking NetFlix one isn't a thing), and aimed it at nostalgia ridden adults while adding legitimately dramatic scenes. Yes, it's supposed to be aimed at adults, but it's a kid's show at heart.
It makes sense that there aren't too many Ceruleans. Kaban needed to be able to meet many Friends. But if she had to fight with Ceruleans frequently it would make you question why there are so many Friends and perhaps the threat from the Ceruleans isn't so bad. Instead we find that they're bad enough that Friends run away but they had been living in a relatively peaceful time (thanks to the filter) which allowed a lot of Friends to populate the park and only an occasional loss to a minor Cerulean. (Poor Aardwolf.)
In other words, Tatsuki knew what the power balance needed to be to make the Big Dog fight believable.

Well if we go by the game what happened before wasn't just common Cerulean's. There was a Cerulean Queen and all sorts, flying Ceruleans shaped like Dinosaurs, and then going by the guidebook some invasion catastrophic enough to be considered a "disaster" prior to the anime. I don't think the salt water is a generalised weakness as much as the weakness of that one specific type of Big Dog Cerulean.

If we're going by the game, the Friends that helped in the fights then probably kept fighting even after the humans left.
Their efforts probably paid off with a lot of ceruleans exterminated, but a lot of said Friends were lost as well.
This led to the time of relative peace in the anime where there was enough time for the Friend population to go back to what it was before.

Watch that scene up until Serval says Sugoi, her body language and the amount of time she takes to react when she reaches Kaban. It is subtle and you might not notice it but she clearly isn't that happy right then for someone who just defeated a foe. Previously with the small Cerulean she was talking about how awesome her claws were.
