The designated targets of sanctions that Congress was asking for was poorly informed, not enough consultation with Treasury. If you read any FP opinions, almost everyone agreed that better targets were available and treasury was doing the right thing taking their time and waiting to play this card. Everyone who was demanding enforcement action immediately and felt genuine it should be those old targets was reactionaries, with everyone else playing up the lack of immediacy as "proof of muh Russia" and confuse DP for FP.
