Also you have several norms in the context of the grade of the concrete, we in europe have like 1 - 5 i think, the later ones are mixed with volcanic elements or blast furnace slag, and you surely will also have several grades

Haven't read anything on the bridge yet, but I'm guessing they're referring to a concrete that used less calcination, was packed with a filler, or used fiber reinforcement in the concrete so that less was required. The bridge wasn't finished yet. It was supposed to be a place people count walk over without needing to cross the street. They were allowing traffic underneath it before it was finished and it fell when they were stress testing it.
