So I guess there's a big rumor going on that Vegeta has already completely mastered Ultra Instinct in the time chamber when he kept breaking it and the Ki control talk was foreshadowing. That's the reason he wasn't pissed when he seen Goku using it and asked him to what it was because even though he mastered it he doesn't quite understand what exactly it is. That would explain why he told Goku they needed to talk later and the fact that even though he seen Goku get bodied by Jiren he still wants to fight him.

Think about it. Every time agony passes up Vegeta in power by a big ammount he gets pissed but he was very calm when he seen Goku use UI and simply asked him about it calmly after he got destroyed by Jiren. Everybody was completely shocked when Goku used Ultra Instinct but Vegita was only slightly surprised at best as if he'd already mastered it and was just sorta surprised Goku could also do it. He didn't even really care.

You've got to remember Veget wouldn't have any idea what it's called or anything as it's not even known by some gods in the series. He probably just thought Goku might understand it and when Goku said he didn't understand it Veteta told him "what a waste of time" so why would he say that and why would he tell Goku they needed to talk later? Also why wasn't he pissed that Goku surpassed him? It's because he didn't. I think Vegeta has mastered the technique already but just has questions about how Goku achieved it.

Even though I think Vegeta already has mastered UI I think Jiren is still holding back a huge ammount of power and it won't be enough. I think Goku and Vegeta will ultimately have to fuse or work as a team as Gohan intended to win.

Veget doesn't have any cloning techniques so he wouldn't have anyone to fight in the chamber through which to even realize his body was acting on its own beyond normal reflexes. If there's nothing to react to, UI doesn't do anything.
Its more likely that Vegeta has pushed through to SSB2, and feels his speed and power in that state was on-par with what Goku showed while in UI

But he's been specifically working on Ki control. It's a safer bet to assume UI.

EVERY SINGLE STORY involves "power levels", like it or not. Power Scalling is essential to any sort of storytelling that involves conflict - be they just "show, don't tell" feats or actually put into numerical values. They provide hierarchy to the characters and ground the setting.
Remove them and the suspension of disbelief collapses - once you realize that everyone will be just as strong or weak as the story demands on this particular moment - any sort of tension that might have been built, collapses immediately.
