Hell, I've seen a woman who was barely out of school and she was put in charge of the power distribution program. None of the old white men would touch the requirements with a 4 meter pole, so they promoted her.

I've been reviewing documents this morning and have a video of the instant the failure occurred.
This was a construction error, but it appears there were design flaws as well.
Workers were post-tensioning the concrete when failure occurred over a truss joint.
