>The undercover FBI agent who was just yards away from a terrorist attack in Garland, Texas, in 2015 testified in court on Wednesday that he was surprised to see the attack happening.

I always wondered why ISIS would bother to try to shoot up a Draw Muhammad Day type exhibit. Why haven't more occurred? Was the intention to kill a bunch of people and let people shout "SEE ISLAMAPHOBIA KILLS!" or something but since it failed they pushed it under a rug?

No, Texas police had a swat team at the exhibition, and almost all attendees were armed. The security guard was outside and engaged first. He stopped an OK Corral type situation. These mass shooters are not Spec OPs hit teams, they usually buckle at the first confrontation. You can read even the Parkland Sheriff's manual on responding to mass shooters and it says the same.
