Blocking and parrying are two different techniques. If Daigo blocked any of those attacks, he would have lost due to chip damage. Holding back to block wouldn't be that impressive but pressing forward at the moment an attack hits to parry and doing it consecutively for every hit and doing a full punish to win the set is impressive, especially in a tournament environment. Now it's not as incredible since everyone and their dog has practiced parrying Chun-Li's super but I imagine back then, it was hype.
