For me the quality and thematical variety of doujins/h-manga has increased since then. I don't have any numbers but at least as far as sadpanda is concerned, the quantity is at least on the same level. And it's not like there is a huge drop off when it comes to loli. I'm pretty he's referring to the same bill that kept certain volumes of Aki Sora from being reprinted. The same one that got Imouto Paradise pulled off shelfs too. I don't think we'll be able to ever properly measure the effects of the bill, but I don't doubt that it's had an influence on what publishers are willing to publish. It's probably lead to a lot of works, particularly those related to sibling incest, just not being made at all, which is a travesty.
