For me the quality and thematical variety of doujins/h-manga has increased since then. I don't have any numbers but at least as far as sadpanda is concerned, the quantity is at least on the same level. And it's not like there is a huge drop off when it comes to loli. It seems like some of the bigger names just went inactive recently but whether it is because of that or unrelated reasons I don't know.

I'm pretty he's referring to the same bill that kept certain volumes of Aki Sora from being reprinted. The same one that got Imouto Paradise pulled off shelfs too. I don't think we'll be able to ever properly measure the effects of the bill, but I don't doubt that it's had an influence on what publishers are willing to publish. It's probably lead to a lot of works, particularly those related to sibling incest, just not being made at all, which is a travesty.
